<br />BALLOT INITIATIVE 15 <br />. WATER METERS IN THE SAN LUIS VALLEY <br /> <br />~ <br />The initiative-t<'ramend CRS-37-92-502 to require installation of mechanical flow meters on all <br />non-exempt wells in the unconfined aquifer wells in Water District 3. Such meters, installation <br />and reading of the meters by the State Engineers Office shall be a t the owners expense. The cost <br />of well water meters is $700 to $1200 per well. Installation is required by April I, 1999. <br />Further, the initiative requires the State Engineer's Office to prevent the operation of wells not in <br />compliance. The State Engineer already has general authority to require metering when <br />necessary. No other water district is subject to such a blanket requirement. The high cost of the <br />meters and short term installation requirement would require the Division of Wildlife to <br />discontinue the use of many of its wells. <br /> <br />The Colorado Wildlife Commission finds that the effects of the proposed initiative on wildlife <br />habitat, wildlife species and the fiscal impacts on wildlife management in District 3 in the San <br />Luis Valley to be unacceptable.
