Calculated Dataset ("COIl. Simulate the system described above but allow more <br />degrees of freedom. For example, reservoir end of month values are not used and <br />instead reservoir targets are used to provide bonnds on reservoir content. <br />Demands are calculated from the StateCU model, using expected efficiencies. <br />Water rights and operational rules are used to make decisions about water <br />allocation. These changes allow the system to adjust to changing conditions over <br />time, driven by demands, targets, and water rights. The results from this dataset <br />highlight the interaction of water supply and demand and the operational criteria <br />used to allocate water. <br /> <br />3. Baseline Dataset (UB"). All structures (reservoirs, diversions), water rights, and <br />operational rights are set to represent current conditions. For example, if a water <br />right transfer occurred in the historical period, the dataset is adjusted so that the <br />result of the transfer is in effect for the full period. Consequently, the naturalized <br />hydrologic flows can be used to represent possible events and demands can be <br />applied to evaluate how the current system would respond to the hydrologic data <br />and given demands. <br /> <br />For water supply analysis, Baseline Dataset ("B") will be used. This dataset can also be <br />used as a benchmark for making comparative analyses for the assessment of future <br />water management policies and future demand levels. <br /> <br />Methodology for Basins Without Existing CDSS Datasets <br /> <br />Developing models to simulate water allocation in the South Platte, North Platte, and <br />Arkansas Basins is not contemplated in the scope and budget of the SWSI project. <br />Therefore, existing studies and reports will be relied upon. <br /> <br />South Platte and North Platte <br /> <br />Numerous water supply investigations of the South Platte River and its tributaries <br />have been performed by local and state agencies. These reports will be reviewed and <br />pertinent data and conclusions will be incorporated. <br /> <br />As relevant data becomes available from the South Platte Decision Support System <br />(SPDSS), it will be incorporated into the SWSI study. SPDSS will cover both the South <br />Platte and North Platte River Basins. <br /> <br />Arkansas Basin <br /> <br />In the Arkansas Basin, several engineering studies on water resources within the <br />basin have been performed in recent years. Some of these studies included the <br />development of hydrologic/water use models, such as the HI model.
