South Platte River Channel Project, Right-of-Way Action for the City of Englewood, Colorado

INTRODUCTION

~t the November 6-7, 1995, Board Meeting, approval was given to grant requests for easements in CWCB's right
of-way along the Chatfield Downstream Channel Improvement Project on a case-by-case basis. The Board ha
received it request from the City of Englewood (City) - Request letter attached. This request will provide the Ci~
of Englewood access to the Mary Carter Greenway for their proposed Colorado Rockies Youth Field Centennia
Park Expansion Project (project) - See attached map. The Project is located north of West Union Avenue an
west ofthe South Platte River.

DISCUSSION

The City requests an easement for public access to the existing South Platte River Project trail system known as th
Mary Carter Greenway. The City has received the support of the South Suburban Park and Recreation Distric
(District); however, the District's support is conditioned upon an easement approval of the Colorado Wate
Conservation Board (CWCB). The Project's easterly border is in common with the westerly CWCB right-of-wa
limits. Because the City is an adjacent landowner with the CWCB, the City requests a construction easement anI
two easements for the construction of trail connections and a parking lot.

Use for the Reauested Area

The proposed uses on the CWCB lands are the construction of access trails approximately 2,995 square feet and
parking lot 3,267 square feet. The trails and parking lot will be constructed at the existing grade. The constructio
.ea will be for a specified width and length with certain landscaping and re-vegetation conditions. The Board staf
nds that these uses can work in hannony within the CWCB project right-of-way and will include proviSions in th
easement agreement to that end.
