<br />my thoughts and I can only say to the Board <br />that at the appropriate time I will convey <br />these same identical thoughts to that Board. <br /> <br />Gentlemen, we are placed, by reason of <br />the fact that there has not been a settlement <br />of this controversy between Colorado and New <br />Mexico, in a most critical position. The one <br />of which I speak, and there are a number of <br />facets of it, is, of course, the appropria- <br />tions for Curecanti and Florida. Particularly. <br />Curecanti. If the Florida appropriations are <br />not made this year then they get in the way <br />of some appropriations. which could be made <br />.next year for participating projects in our <br />district. Therefore we have a pretty sizeable <br />stack of chips. in the game. On studying this <br />proposal - I've done it objectively - I've <br />attempted to view it as though it were a <br />.problem which affected my own. district and <br />attempted to reach a conclusion as to what <br />my reaction would be did it affect my own <br />district and this is the.way I analyze it. <br /> <br />I <br /> <br />~tr. Smith and I - Phil Smi th and I - <br />discussed the matter yesterday afternoon at <br />some length with Mr. Eakes and Hr. .Jex. <br />From that discussion I have reached these <br />conclusions. That if the New Mexico develop- <br />ment was limited to what is now, including <br />that comprehended in this bill, to the actual <br />stage (in other words, perfected or. planned, <br />definitely planned, as comprehended in this <br />bill) then there would be no prbblem such as <br />.Mr. Eakes envisions. In other words, the <br />water would be available at the points re- <br />quired for use for both the New Mexicodevel. <br />opment and the Animas-La Plata Project, and <br />we're anxious to see the Animas-La Plata <br />Project brought to creation. <br /> <br />The fear then arises from the~. two.facts <br />as I analyze them. That possibly in the <br />future, one, the second phase or stage of the <br />San Juan-Chama transmountain diversion project <br />will be constructed and take out of the San <br />Juan River another 125,000 acre-feet. If that <br />happens, the fear is that that will short the <br />river at the diversion points of these Indian <br />ditches which are in existence and which have <br />rights that we can't duck.
