BARNARD, JR.: "From a purely technical standpoint - I <br />say the Attorney General makes a decision - <br />that's not exactly true. The statute pro- <br />vides that the state may appear by the Attor- <br />ney General on the requirement of the Gover- <br />nor, and from a purely technical standpoint <br />it would be the Governor's decision to make, <br />I believe. However I this would be based on <br />a recommendation from the Attorney General. <br /> <br />As a practical matter, of course, it <br />will be worked out, as I say I between our <br />office, ~~. Sparks and the staff, and Mr. <br />Moses. As a practical matter, this is the <br />way it is. <br /> <br />I think the purport is to call attention <br />to the fact that this is an important thing <br />and should be expedited and a decision made <br />as soon as possible." <br /> <br />MR.
