The Floodplain Designation Criteria Manual provides <br />local communities with instructions for how to properly prepare a recommendation for a floodplain <br />designation that would be adopted by CWCB. This program would enable those communities without <br />the engineering and technical support to hire the expertise required to prepare the recommendations. <br /> <br />Water Planning Relationship: Floodplain protection is an integral part of water planning and <br />management. This program would enable more communities to incorporate this as part of their water <br />plans. <br /> <br />Recommendation: Staff gives a low recommendation for funding of this project because of limited <br />funding available. <br /> <br />8. Designation Floodplain and Hazard Map <br /> <br />Beneficiary/Grantee/Contractor: CWCS, Local Water Planners <br />Amount of Request: $50,000 <br /> <br />Ranking: <br /> <br />Medium <br /> <br />Product Produced: Funding will be used to provide a digital map that shows up-to-date designations <br />of covered streams and areas of frequent flooding. CWCB has developed a Map Modernization <br />Program and a statewide Floodplain Criteria Manual. The next tool needed is to fit hazard mitigation <br />and protection activities within the priorities of local water planning. This project would provide a <br />digital map, which would show by county, which streams are covered by an up-to-date designation and <br />which are not. The map would also show high priority areas, for example areas where flooding <br />frequently occurs. <br /> <br />e <br /> <br />Water Planning Relationship: Floodplain protection is an integral part of water planning and <br />management. This program would enable more communities to incorporate this as part of their water <br />plans. <br /> <br />Recommendation: Staff gives a medium recommendation for funding of this project because of its <br />relation to flood protection and because of limited funding available. <br /> <br />A spreadsheet listing the projects and the recommended rankings is attached. <br /> <br />FINAL RECOMMENDATION: <br /> <br />No action is needed on part A or B. <br /> <br />With respect to Part C, we recommend that you approve the staff ranking for each project and <br />direct us to allocate funding based on the amount of Severance Tax available within the CWCB's <br />five-percent share. We will not know exactly how much funding will be available until the <br />Executive Branch and the General Assembly act on proposals to divert a portion of Severance Tax a <br />to the General Fund, place a cap on contribution into the Operational Account, or keep agency ., <br />funding static for other budgetary reasons. <br /> <br />12 <br />
