<br />Conservancy District in cooperation with CWCB and Division of Water Resources staff. <br />The following is a list of issues related to the proposed project: <br /> <br />. <br /> <br />Immediate/Emergency Issues: <br />. Remove debris buildup in the stream channel; <br />. Stabilize critical streambank erosion areas; <br />. Remove certain sandbars; <br />. Protect irrigation structures and canals; and <br />. Increase downstream channel conveyance <br /> <br />Long Term Planning Issues <br />. Analyze the outfall channels for the major irrigation ditch systems; <br />- Rio Grande Water Users Association <br />- San Luis Valley Irrigation District <br />- Monte Vista Canal <br />- Empire Canal <br />- San Luis Valley Canal <br />. Eyaluate the hydraulic characteristics for the active (upper sections) and passiye <br />(lower sections) flow regimes for the study reaches; <br />. Build a valuable regional GIS database for better comprehensive river management; <br />. Establish criteria for channel stability; <br />. Develop land use policies that promote channel stability and restoration; <br />. Educate the community on river hazards, regulations and stabilization techniques; and . <br />. Provide recommendations and a decision support system for stabilization alternatiyes. <br /> <br />It is the CWCB staff's opinion that the CSL VW application fully addresses the issues and <br />concerns which were expressed during the summer and fall 1998 general meetings for the <br />development of CSL VW application. <br /> <br />APPLICATION <br /> <br />The CSL VW application with a proposed budget is attached (See Attachment No. I). <br /> <br />. <br /> <br />, <br />
