Bailey at
10:15 a.m. He announced that the meeting of the Board had been called for
the main purpose of considering an interim administrative set-up for the Colo-
rado Water Conservation Board due to the sudden death of its Director and
Secretary, Judge Clifford H. Stone, on October 22, 1952.

Vice-Chairman Bailey announced that the first order of busi.ness would
be the selection of a Secretary. Considerable discussion of Sections 4 and
8 of the Act creating the Colorado Water Conservation Board, regarding the
selection of a Director and Secretary to the Board, followed.

After further discussion, it was decided that selection of a Secre-
.tary would have to be dellWed until action was taken on the appointment of
a Director. It was suggested that a reporter be appointed for the purpose
of taking the proceedings of the meeting in order that they might be put in
the record. Mr. Bailey then asked Patricia Murphy, Stenographer for the
Board, to take the notes of the meeting.

Dan Hunter read a resolution adopted by the Montezuma Valley Irri-
gation Company.

After discussion, it was moved by Dan Hunter and seconded
by C. J. Y::Cormick that the Board approve the resolution adopted
by the Montezuma Valley Irrigation Company and urge that the Bur-
eau of Reclamation take all steps necessarY to carry out the re-
solution.

On vote being taken, the motion carried unanimously and the
resolution was approved as follows:

WHFBEAS, a large portion of lands in Montezuma County, Colo-
rado, are non-productive without Irrigation, and

WHEREAS, the Dolores River and its tributaries is the source
of waters for irrigation and domestic and other uses, and

~1illREAS, the flow of water in the Dolores river varies and a
constant supply of water can only be secured by storage reservoirs,
and
\~S, the present available storage reservoirs are insuf-
ficient in size to insure an adequate supply of water for irrigation
and other purposes, and

WHEREAS, the only major storage available, Groundhog Reservoir,
stores water from a run-off from a limited area only, and cannot be
filled each year, and

WHEREAS, there is sufficient water in the Dolores River to pro-
vide for all necessary irrigation and domestic and other purposes, if
additional storage were provided in such location that the same could
always be filled during run-off season, and

I

I
