<br />152 <br /> <br />meadowland water users, the Director explained, had numerous,. conferences with <br />Wyoming water users and are now urging that State9fficials undertake~ ,the modifica- <br />tion of the~upreme'Court decree for the pUrposes-ahoye-mentioned;' Heretofore.the <br />Colorado Water Conservation Board has authorized the Director, the At~orney.for the <br />Board, in collaboration with the Attorney General; to undertake conferences with <br />Wyoming officia;ts. ,!,he Director stated,h.oweyer, that due to the, serious and con- <br />tinued illness bf. L.'C.'Bishop, Wyoming .~Jtate l!:ngJ:neer, , it had been impossible to <br />arrange these conferences; and he said that as soon as Mr. Bishop was in a position <br />to proceed, such conferences would be initiat~d. <br /> <br />Glendo Situation. The Director and Jean Breitenstein reviewed the <br />situation precipitat~d by the p:uoposed Glendo Reservoir on the North flatte River. <br />This matter had been under discussion by the Board at preYious meetings. They ex- <br />plained th~t Congress had restricted any apPropriation for the Glendo,Project to <br />such monies as were necessary for further investigations; that after the completion <br />of such investigations, an effort would be made by the States of Colorado, Nebraska, <br />and Wyoming to 'agree upon a project plan of construction and operation for the <br />Olendo Res~rvoir. The Director and Mr. Breitenstein recommended, howeyer, that a <br />conference should be held to give consideration as to whether Colorado should seek <br />to secure a modification of the United States Supreme Court on the Normh Platte <br />river. The court, it was explained, had retained jurisdiction for the purpose of <br />considering whether stream flow records subsequent to the entry of the decree would <br />justify a modification of the restrictions imposed on Colorado and Wyoming'by the <br />decree. <br /> <br />The Board discussed at considerable length the situation on the North <br />Platte riyer and the conditions which had been p.recipitated by the proposed Glendo <br />Reservoir. <br /> <br />~ <br /> <br />It was moved by Mr. Cross and seconded by Ill'. Williams <br />that 'the ~olorado Water Conservation Board reaffirm its desire <br />to secure a modification of the North Platte decree and that <br />the prol'ier Col-orado .officials proceed-toconfer vlith officials <br />of the other interested States, as set fQrth in the resolution <br />of the: BOard, adapted at its April meeting. ' ' <br /> <br />On yote being taken, the motion preyailed and was <br />declared unanimously passed. <br /> <br />Further discussion ensued with respect to the pending adjudication <br />proceedings in the District Court at Breckenridge, Colorado, and the suit filed by <br />the United Stat~s in the Federal District Court at Denver, COlorado, affecting <br />water.rights'for.the Green Mountain.Reservoir, a feature of the Colorado~Big <br />Thompson Project. i"fithout any formal action, it was the unanimous opinion of the <br />Board that its position, as set forth in a resolution adopted at the Board meeting <br />in April, adequately stated the interest of the State of Colorado in these proceed- <br />ings and that no further Board action should be taken at this time. <br /> <br />I <br /> <br />I <br />
