<br />- 4 - <br /> <br />'Because so much of government operations is financed by <br />the General Fund, there is enormous competition for the <br />available dollars in this Fund. For this reason, those <br />who want a parti cular type of revenue protected -- or Umi ted <br />, in its use -- or if they simply want to avoid the hassle <br />of competing for this General Fund money -- they will make <br />, certain that the enabling legislation for their program <br />establishes some kind of a special account, or revolving <br />fund, or trust fund. That way the money is available for <br />what they want, when they want it. <br />As yOU can see Reclamation is no excePtion. <br /> <br />Now, I would like to spend a little time on the second <br /> <br />. <br />category I mentioned: the specific revenue types derived <br />from or available to the Reclamation program. <br />There are four major sources of funds: <br /> <br />1. The most significant source of revenue for the Bureau <br />is power revenues. <br />a. Back in 1902, hydroelectric power was not envisioned <br />to play such an important role in Bureau financing. <br /> <br />. .. <br />But as earlY as 1909, a 5,000 kilowatt powerplant <br />went on line at the Bureau's Roosevelt Dam which <br />furnished electricity to the city of Phoenix, Arizona <br />b. By 1926, the Bureau recognized that future irrigation <br />projects would depend on power clevelopment for <br />feasibility. <br /> <br />,"- . <br /> <br />,,:. <br />.
