MOSES: "The next item on the agenda is the <br />selection of an attorney for the Board and <br />as I have a personal interest in the matter, <br />I will ask Governor Johnson to act as Chair- <br />man of this meeting. This is an important <br />decision for you gentlemen to make and I <br />know you will give it earnest consideration <br />and do what you feel is the right thing." <br /> <br />GOVERNOR JOHNSON: "I desire to make a statement, I want <br />Ray Moses to be present when I make it. <br />I, of course, have known Ray Moses a great <br />many years. I knew his uncle before him <br />and I never went to Alamosa that I didn't <br />call on his uncle who was a very close friend <br />of mine. Ray was a student during part of <br />this time and his uncle was very devoted to <br />him and fully expected him to mature into a <br />great lawyer. His uncle has not been dis- <br />appointed. He has done a good job on this <br />Board as all of you will agree. However, <br />the selection today is the selection of coun- <br />sel and while I am a 'lame duck' governor and <br />will be out of office in a few more days, the <br />8th of January to be exact, I think this <br />Board would do well to select Larry Sparks <br />for this position. If that is done we will <br />have both Ray Moses and Larry Sparks. Ray <br />Moses will remain on the Board and Larry <br />Sparks., who is a particularly able attorney <br />who has been making water law a specialty, <br />will be here to help serve the Board. <br /> <br />Larry Sparks is a great student and <br />I know, whether he is elected counsel of <br />this Board or not, he is going to make a <br />thorough water study of the status of the <br />State of Colorado so far as legal matters <br />are concerned. He has made a great record <br />on the Supreme Court. Republican members of <br />the Supreme Court have told me how deeply <br />they have been impressed by the very splen- <br />did attitude and approach and legal ability <br />that Larry Sparks has shown on the Supreme <br />Court bench. What I have said about Larry <br />Sparks is no reflection whatsoever on Ray <br />Moses. I think a lot of him but this isn't <br />a matter of friendship alone, it is a matter <br />of very great importance and I am just in <br />hopes the Board will name Larry Sparks to <br />this extremely important office when the <br />vote is taken.
