f";'."

y

The Town participated in the acquisition of a 320 acre preserve in Bear Creek basin for the purpose

of maintaining Bear Creek in its natural condition. The cost to the Town, not including staff ti~e

and miscellaneous expenses, was $ t.8 milJion. Biminating future diversions from Bear Creek is

consistent with Town goals to preserve the basin in its natural condition.

CONCLUSION

The Town of Telluride must develop an additional source of water supply in the near future to meet

existing and future demand within the area that the Town is presently committed to serve.

Upgrading and utilizing the existing water storage and distribution system within the Bridal Veil

Creek basin is the preferred alternative. The operation of the water system as proposed by the

Town will not cause injury to the C'NCS's insrreamflow rights except temporarily under described

emergency circumstances and only after implementation of strict water conservation measures.

The Town's planned use of reservoir storage to reduce stream depletions during low flow periods

and it's agreement to forego development of Bear Creek will mitigate any potential injury to CWCB

rights created by the emergency conditions described in this plan. Therefore, t!'ie Town requests

the Board's approval of this mitigation plan pursuant to Rule 9.43 of the Board's lnsueamflow

Rules.

Respectfully submitted,

RESOURCE ENGINEERING, INC.

~dd

Hydrologist

RSFfmmm
315-5.2

21sfn'1itig.31S

10

."f:\~~~ ,

.

e

e

e

!!5i!RESOURCE
:::::C.....IN.C......
