Grant application for Arkansas Valley Pipeline Feasibility Study

Dear Bill:

Thanks for the opportunity to present the enclosed proposal and grant application
to you. Much of the background information on this study is discussed in the
Introduction and Need for Study sections of'the "Preliminary Scope of Work"
prepared with the assistance of GEl Consultants.

Generally, all drinking water systems in the lower Arkansas River basin, from SI.
Charles Mesa in eastern Pueblo County to Lamar In Prowers County. are
concerned with the poor water quality in thi!! region. The majority of us currently .
do not meet, or only marginally meet, safe drinking water standards, We further
expect the tightening of these standards over the next decade. Individual entities
are in the process of very costly treatment upgrades just to reach minimal
drinking water quality.

Recently, we have decided to consider com, bining efforts to bring afforadable,
quality water to southeastern Colorado. On;e potential answer for such a cause
is to pipe better quality water from Pueblo '1eservolr down the valley. This idea
was originally proposed over 30 years ago, ibut shelved early in its development
because the need was not as critical as today.

We have formed a temporary committee of all interested parties to fund a
feaSibility study for the pipeline concept. Our first two meetings attracted over 75
representatives of drinking water suppliers in the valley. The Southeastern
Colorado Water Conservancy DistrictWater-Actlvity Enterprise Is sponsoring our
initial efforts. If feasible, we plan to esb;lblis~ a more permanent regional water
authority, I have attached a list of participa~ts.

We have solid funding commitment of over ,$50,000 toward the study budget of
$200,000, and expect to have little trouble r.eaching $100,000. But we need your

.
