The <br />result will establish the mitigation requirement on a monthly basis. <br /> <br />v. <br /> <br />Population Baseline <br /> <br />The "population baseline" for Jackson County as of July 1997 will be 1,771 residents, as <br />reported by the Colorado State Demographer's Office. Every five-year increment <br />thereafter, the population baseline will be as reported by the Colorado State <br />Demographers Office as of July of the year that begins the increment (e.g., July 2002; <br />July 2007, etc.). <br /> <br />VI, Reporting Periods <br /> <br />. <br /> <br />Reporting periods will be as described at Cooperative Agreement Tab 3B.I.D. By July I, <br />1999, Colorado will provide an estimate to the Governance Committee for the first <br />reporting period (1997 - 2002) of projected increases in: irrigated acreage in Jackson <br />County over 134,468 acres; population over the "population baseline;" new water- <br />intensive industry that might warrant upward adjustnients to the M & I use factor of .25 <br />acre-feet per capita per year; and new piscatorial and environmental uses. Similar <br />projections will be made at the beginning of each subsequent reporting period. At the <br />end of the' first reporting period, and at the end of each subsequent reporting period, <br />Colorado will report to the Governance Committee: any increases in irrigated acreage <br />over 134,468 acres; population increases over the baseline as determined by the Colorado <br />State Demographer's Office; new water rights decrees and/or well permits associated <br />with new water-intensive industries that might warrant upward adjustments to the M& I <br />consumptive use factor of .25 acre-feet per capita per year; new water rights decrees <br />and/or well permits for piscatorial and other environmental uses. In addition, Colorado <br />will monitor and report annually population change, irrigated acreage, irrigation storage, <br />and transbasin diversions. <br /> <br />. <br /> <br />VII.
