P.E. <br />Director, CWCS <br /> <br />February 24,1997 <br /> <br />Mr. Neil Thompson <br />Beaver Reservoir Company <br />. 14044100 Road <br />Paonia, Colorado 81428 <br /> <br />Re: Beaver Reservoir Rehabilitation <br /> <br />Dear Mr. Thompson: <br /> <br />Upon discussing the February 7. 1997 Montrose meeting with the Colorado Water <br />Conservation Board (CWCB) Project Planning and Construction Section staff, I am <br />writing this letter to document and clarify our strategy for dealing with the potential <br />major problems and cost overruns associated with the Beaver Reservoir rehabilitation <br />project <br /> <br />BacklmlUnd <br /> <br />With only a few days left in the 1996 construction season, Pioneer Construction, , - <br />the subcontractor responsible for installation of the geo-synthetic liner, walked off the <br />project leaving a major portion of the dam abutments sub-grade exposed and the lining <br />work incomplete. Given the fact that the project was on budget before the walk-out, <br />project cost overruns are inevitable, however impossible to estimate at this time, <br /> <br />As a result of the 1996/97 above average snowpack, the potential for a heavy <br />runoff resulting in major damage to the exposed surfaces and constructed improvements <br />is likely. Ken Knox, Division IV Engineer, has ruled that the dam's outlet must remain <br />fully open until construction is completed and accepted by his office. <br />
