These encumbered project funds
must be un-encumbered or reversed back into the unreserved cash balance of the Construction Fund
by the Department of Natural Resources (DNR) Controller's Office or they cannot be used for other
purposes,

Background

The attached two lists, one of grants and non-reimbursable investments and the other of
project loans and feasibility studies, document projects that have been completed with residual or
unused funds remaining from the original appropriated amounts. These funds have remained
encumbered by the DNR Controller and consequently have not been made available for new water
project loans or non-reimbursables.

Discussion

Flood Protection.
