regulations, such facilities could not raise water surface eleva-
tions more than 1 foot. In identified floodways they could not
raise water surface elevations qt all. Clearly, such require-
ments would create serious problems for many facilities in
Colorado. The staff feels that the 1982 revised model regula-
tions address the concern about the flood hazards associated with
such facilities while still allowing their development.
