<br />DISCUSSION <br /> <br />The District made a request for funds for this proposed <br />study at the December, 1981, Board meeting. At that time several <br />questions were raised regarding the water rights for the proposed <br />project. The Board deferred action at the District's request <br />until further data could be presented to the staff. <br /> <br />The staff has since had two meetings with the District's <br />representatives and additional information has been provided (see <br />Appendices B and C). While the question of water rights for the <br />project has not been resolved, the District has demonstrated that <br />there is a reasonable probability that a satisfactory water <br />supply can be identified. More importantly, a feasibility study <br />is needed in order to provide a firm answer to this question. <br />Finally, the proposed project complies with the statutory <br />criteria for the repair of existing water storage facilities. <br /> <br />The requested feasibility study will cost not more that an <br />estimated $25,000. The District is aSking for Board funds for 50 <br />percent of the cost, not to exceed $12,500. <br /> <br />RECOMMENDATION <br /> <br />It is recommended that this request for funds be approved <br />subject to the following conditions: <br /> <br />(1) the feasibility study shall include in addition to the <br />usual requirements a complete analysis of the water supply <br />available to the project and the legal basis for such <br />supply, and <br /> <br />(2) the Board's cost shall be considered a part of the <br />project's total cost if the project is subsequently built <br />with construction fund monies, or the Board's cost shall be <br />repaid in full if and when construction on the project <br />commences without the benefit of contruction fund monies. <br /> <br />gl <br /> <br />Attachments <br /> <br />-2- <br />
