<br />, <br /> <br />, <br /> <br />Federal and Interstate <br /> <br />. <br /> <br />Ditch Bill Update: In our continuing efforts to keep the Board apprised of the progress by the <br />U.S. Forest Service on the issuance of Ditch Bill Easements the following information was <br />provided by Kevin Riordan, Regional Ditch Bill Coordinator: <br /> <br />R-2 Ditch Bill Easement Processing Update (5/12/05) <br /> <br />The Region has established an internal web site to provide processing information in a consistent <br />manner for the Forests to utilize. <br /> <br />The GMUG held a Pathfinder meeting on May 4th in Delta. The Forest received concurrence <br />from the group on the screening criteria that they have employed to help sort out how they will <br />approach the processing of the applications. The group was updated on the overall status of the <br />ditch bill application processing for the Forest. <br /> <br />The GMUG has sent out scooping letters seeking public input for consideration of the terms and <br />conditions of potential easements. The GUIlllison River drainage BAlBE will be submitted this <br />month to the USF&WS for their consideration and concurrence. <br /> <br />The NEP A is being finalized on 13 easement applications on the Rio Grande, and the USF & WS <br />has provided their concurrence on the BAlBE previously submitted. After execution of the <br />decision document, easements with appropriate terms and conditions will be issued. <br /> <br />. <br /> <br />All of the Forests are in the processing of scheduling field site visits with the applicants to <br />discuss the process and to finalize any further data needs for the applications they plan to work <br />~ on this year. - <br /> <br />~ <br /> <br />Several applicants have notified the Forests of their desire to assert an outstanding right prior to <br />the Forest processing their ditch bill application. This is a result of the applicants having had <br />some time since filing an application to re-evaluate the information they have on file. <br /> <br />The Medicine Bow/ Routt, Arapaho/Roosevelt, and the Pike/San Isabel have met with the <br />USF&WS and have agreed to delay the submittal of the BA/BE for the ditch bill applications in <br />the Platte River drainage until the completion and the release of the Recovery Plan. The <br />Recovery Plan is expected tobe completed by the end of2005 or early in 2006. The Forests will <br />coordinate their submission. <br /> <br />San Juan is finalizing NEP A on 14 easement applications and is awaiting USF&WS concurrence <br />on BAlBE previously submitted. An interdisciplinary team has been assembled to complete field <br />review of structures this field season.
