The incumbent <br />will also create and implement strategies to mitigate the impact oflegislative actions and new <br />regulatory requirements and assist in the development of issue position documents. The <br />application period closed on May 4th. <br /> <br />Colorado River Basin <br /> <br />Secretary ofthe Interior Stays the Course on the Colorado River Annual Operating Plan. <br />On May 2,2005, Secretary Norton indicated that she would not change the release from Lake <br />Powell at this mid-year review of the AOP. The Secretary also: 1) confirmed that she has the <br />authority to modify the release from Lake Powell; 2) indicated that she would conduct another <br />mid-year review in April 2006; and, 3) stated that she would also initiate a procedure to <br />determine a process to address shortage criteria in the lower basin and other relevant issues. <br />Copies of the Secretary of Interior's decision and press release, as well as a number of letters that <br />were submitted to the Secretary of Interior, are attached to this Director's Report. <br /> <br />Colorado River Basin Salinity Control Program (CRBSCP): As previously announced, the <br />CRBSC Forum will meet in Grand Junction on June 8, 2005. On June 7 there will be a tour of <br />salinity control project activities in the Grand Junction, Delta and Montrose areas, which <br />provides a good opportunity to showcase the irrigation improvement efforts made by local water <br />users_ The tour is being led and hosted by Carl Zimmerman of the Colorado State Conservation <br />Board and Marc Catlin of the Uncompahgre Valley Water Users Association. During the Forum <br />meeting the proposed Triennial Review of Water Quality Standards will be considered for <br />release and subsequent public input. The draft 3 Year Review finds that the existing basinwide <br />standards for salinity control are sufficient to meet the needs of basin water users. Later, a <br />separate report will be prepared detailing the economic justifications for the program, as well as <br />addressing future funding needs. <br /> <br />Glen Canyon Adaptive Management Program:_ The next AMWG is tentatively scheduled for August c <br />30-31. The nextTWG meeting will be May 18-19/ Significant discussions will occur on the Knowledge <br />Assessment, Native Fish Studies, Experimental Fishery Treatments, Strategic Science Planning, Xore <br />Monitoring and reports on current activities. <br /> <br />Rod Kuharich Reappointed to AMWG: On April 14, CWCB Director Rod Kuharich was <br />reappointed to the Glen Canyon Dam Adaptive Management Work Group (AMWG) by <br />Secretary of the Interior Gale Norton. The AMWG makes recommendations to the Secretary <br />concerning suitable monitoring and research programs and other matters related to the <br />requirements of the Grand Canyon Protection Act of 1992. Rod's reappointment starts <br />immediately and will continue until March 1,2009. <br /> <br />West Slope River Named Third-Most Endangered: The Fraser River near Granby has been <br />named as "Endangered" by the American Rivers because of the threat of trans mountain water <br />diversions. American Rivers, a Washington D.C.-based river watch group, claimed the amount <br />of water that Denver Water takes from the Fraser could increase to 85% of the river's yearly <br />flow. Denver Water has contested the claim, claiming the organization must be confused from <br />other agencies' depletions from the Colorado River below the convergence ofthe Fraser River. <br />The Fraser River was the only Colorado River to appear on the group's endangered rivers list <br />this year. <br /> <br />21 <br />
