<br />J <br />~ <br /> <br />, <br />, <br /> <br />Senate Bill 82-87 authorized a $1,134,500 appropnatlOn from the CWCB <br />Construction Fund to the District to substantially rehabilitate the Reservoir's downstream _ <br />outlet gates in order to meet federal and state dam safety standards. The release capacity <br />of the gates is approximately 3,000 cfs, however the theoretical capacity of the outlet <br />tunnel is approximately 2,500 cfs. The 1987 rehabilitation did not modify the <br />Reservoir's outlet tunnel downstream of the gates. <br /> <br />A one-year deferral was requested by the District and granted by the Board for the <br />District's 1986 $30,014 loan payment of Contract C153386. A one-year deferral was <br />also requested by the District and granted by the Board for the District's 1988 $30,660 <br />loan payment of Contract C 153478. The requests were due to construction cost overruns <br />and time delays. The Board granted the deferment requests with no interest charge, <br />thereby extending the loan payback period to 41 years. <br /> <br />In the summer of 1993, the State Engineer's Office placed a storage restriction on <br />the Reservoir due to seepage from the left abutment. As a result of the restriction, the <br />District undertook measures to contain the seepage and drain the abutment. The total <br />cost of the repair work was approximately $77,000. In September of 1993, as a result of <br />the unexpected costs incurred by the repair work, the District requested the CWCB grant <br />a deferment of its two 1993 contract loan payments. The Board granted the deferment <br />requests with no interest charge, thereby extending the loan payback period to 42 years. <br /> <br />In the 1997 runoff season, severe vibrations and noise originating from the outlet <br />works were reported when releases exceeded 1,500 cfs. Subsequent inspections revealed _ <br />damage to the Reservoir's outlet works created by the turbulent hydraulic conditions in _ <br />. the outlet tunnel. In 1997 the District made tunnel repairs at a cost of $75,000. <br /> <br />The outlet works repairs in 1997 have performed poorly, necessitating another <br />extensive repair project in 1999, and subsequently the District's third request for a loan <br />payment deferral for each of the two original project contracts. Apparently a flow <br />restriction at the downstream end of the outlet tunnel is the cause of the problem.
