Establishing and maintaining liaison <br />between local governments and all state and <br />federal agencies involved in flood prevention <br />and disaster relief" <br /> <br />b. Making comprehensive channel studies <br />to identify and delineate the flood plain, <br />enacting and enforcing zoning restrictions to <br />regulate structures, including bridges, in <br />flood plains. <br /> <br />c. Implementing urban renewal projects <br />in areas damaged by the recent flood, with <br />special attention to parks and playgrounds <br />in the flood plain, as opposed to factories <br />and homes; and <br /> <br />~Vhereas, there have been flood control <br />projects already authorized or flood control <br />studies currently in progress which, if pur- <br />sued to completion, would have minimized both <br />the loss of human lives and the destruction <br />of property; and <br /> <br />I <br /> <br />vfuereas, it is possible and feasible to <br />begin early construction of flood control works <br />already authc,ized and to accelerate the flood <br />control studies now in progress if additional <br />funds for the fiscal year 1966 can be made <br />available to the united states Army Corps of <br />Engineers, to the united states Soil Conserva- <br />tion Service, and to the united States Bureau <br />of Reclamation. <br /> <br />Now, ~herefore, Be It Resolved by the <br />Colorado Water Conservation Board in regular <br />session assembled at Gunnison, Colorado, this <br />12th day of July, 1965, that the united States <br />Congress be u~ged to appropriate funds in the <br />
