<br />This is one reason we have asked for a <br />little increase in the Soil Conservation Ser- <br />vice budget. The Soil Conservation Service <br />projects are never in conflict with anything. <br />Controlling the upper reaches of these streams <br />is always helpful, no matter what type of work <br />\'le put downstream. <br /> <br />In 1960 congress passed the Flood Control <br />Act which provided for flood plain informa- <br />tion. vIe immediately requested that both the <br />Arkansas and the South platte be studied under <br />the authority of that act. As a result we <br />have these reports now on the South platte. <br />The third one, as Joe has mentioned, is about <br />ready. These reports contain maps showing the <br />flood areas, the essential flood hazards, here <br />on the South Platte River. As Joe has already <br />mentioned, this was pretty accurate. This was <br />published a year before the recent flood <br />occurred but it is very, very accurate. These <br />studies were pursued with some diligence by <br />the Cities of Denver and Aurora particularly. <br />Both Denver and Aurora were very much inter- <br />ested in these reports and they were given <br />copies as soon as they were issued. ~1ey have <br />been actively considering in their own juris- <br />diction what they can do within their city <br />limi ts . <br /> <br />On the Arkansas River \'le like\.,ise requested, <br />under the authority of the 1960 act, that flood <br />control studies be initiated. They have been <br />initiated and pret~y well brought to completion. <br />He now have pending, in the congress, a project <br />to channelize part of the Arkansas River in <br />the vicinity of Las Animas, the Las Animas <br />Floodway. It is ready for authorization and <br />as soon as the Corps gets the money they are <br />. <br />ready to start construction. So we have been <br />quite active in this field. unfortunately not <br />active enough, however. <br /> <br />During the recent floods I visited every <br />community that was flooded either by helicop- <br />ter or airplane. The destruction was unbe- <br />lievable, particularly in the Lower Arkansas <br /> <br />I <br /> <br />I <br />
