He \.,ill also kno\." from <br />our stream regimen studies, that in terms of <br />firm water supply, that the occasional floods <br />of the magnitude, or even lesser magnitude, <br />as occurred in June, these do not really yield <br />a substantial amount of additional firm water <br />supply to the basin because of their infre- <br />quency. <br /> <br />Under the 1958 Water Supply Act we are <br />required to demonstrate to Congress that we <br />can yield a firm water supply. We have been <br />studying this stream regimen by computer <br />programs- machine computer programs - for about <br />two years now trying to substantiate that there <br />is a firm water supply and the frequency of it. <br />The frequency of floodings are the magnitude <br />that could yield some additional firm water <br />supply. From our studies there is about once <br />in a hundred years or a probability of one per- <br />cent for the opportunity of catching sufficient <br />water to impound and add to the water supply. <br />But then, when you spread this out, or when you <br />relate it to statistical probabilities, there <br />isn't a great deal of firm water supply that <br />you can get out of the South Platte Basin that <br />is not already appropriated." <br /> <br />"Hell, I think the residents of these <br />flooded areas are not the least bit interested <br />in statistics." <br /> <br />"I reali'3e that." <br /> <br />"And the people that are coming back into <br />these areas to rebuild their homes, their busi- <br />nesses and their farms must h~ve some assurance <br />that something can be done before 1969.
