<br />I <br /> <br />I <br /> <br />MR. WALTER ERTEL: If I gave the appearance in any respect that we <br />weren't unified, it is in error. But we are farmers and ranchers and, <br />as 'I said, we have contributed and we 'are united--we have voted 95 'per- <br />cent in our county conservation district to tax ourselves for 'it. Our <br />stockholders voted over 80 percent to contribute our water to this <br />project. But that was before the President did what was done. Now,. are <br />we in errOr in having certain reservations as to what might be our <br />future in the next ten years? We are not expecting to withdraw but it is <br />a point of inquiry. Are we going to have to go before Congress and <br />fight this every year? <br /> <br />MR. STAPLETON: My present inclination, unless things drastically change, <br />is that that is.theonly way we are going to ever survive with these <br />projects. I very frankly am skeptical of the hearings, and I think the <br />decisions have been made and we are just going through some routines. <br />But certainly the congress of the United States is approaching this <br />problem quite vigorously. It has been a great affront to them. I <br />don't want to go before the congress year by year; but unless there are <br />substantial changes in the policy of' the administration, I don't think we <br />have any other alternative. So it"is going to be a hard unified battle. <br />We are all going to probably be back in Washington more than we would <br />like, but not only is the congressional delegation behind us, but <br />generally the Congress is very.supportive of these Western projects. So <br />it is, unfortunately, one of.the facts of life that app.~ently we are <br />going to have to"live with. <br /> <br />MR. SPARKS: I think this year will be the year of decision for the <br />Dolores project. We are either going or we are not going. Either the <br />Congress will stand up and be counted or the President will take over <br />the Congress. Under our constitution, Congress runs the country. <br />Congress passes the laws and appropriates the money. If, in fact, the <br />Congress goes ahead and appropriates for fiscal '78, I think that is <br />the end of the battle. Up to this point, the President, under the con- <br />stitution, has the right to veto public works bills and he may choose <br />to do so. If he does, then Congress has the right to override that veto <br />by a two-thirds majority. So the battle will be won or lost this year <br />in my opinion. Once that '78 appropriation is made and the President <br />signs the bill--and he may--I think that ends it. If he vetos it, then <br />it's back to congress. If they can override the veto, that is the end <br />of the battle. That will settle it. <br /> <br />Now, that doesn't settle it for future projects, but I think the battle <br />for all of the Dolores project will be won or lost this year. <br /> <br />MR.
