I

I

The Fruitland Mesa project is largely in Delta County and the county
commissioners tomorrow morning are cancelling our meeting to attend the
hearings. We feel it is very important that we be here. We also feel
that it is very important that we be allowed to give a short statement
at this hearing in support of the Fruitland Mesa project. Now, if it
can't be possible during the hearing, then if there is a rerun in the
evening, certainly we would like to have some assurance that we wouldn't
be at the bottom of the list.

MR. STAPLETON: That is Mr. Sherman's responsibility to get that.

MR. SHERMAN: We will make every effort to get you on and get you on
early in the evening session. I want to urge those who can't get on
during the two-hour period that we have to submit a written statement.
All these written statements are going to be in the record and, hope-
fully, will be reviewed. But in the event you can't get on during the
two hours that we have, we want to apoligize for that. That is one of
the problems. Governor Lamm and Congressman Evans will make some over-
view remarks and put this into proper context. As a result of that,
Fruitland Mesa will not have as much time as the other projects. We
will certainly submit all written comments into the record and if we
have an evening session you can certainly be first over.

MR. SPARKS: If any body that does want to get in a short statement will
leave us your name, we will do our damndest to work it in in the two
hours. If you give us your name, give us approximately how much time
you are going to need. We just might be able to squeeze it in.

MR. JACKSON: You said there will be two hours and then two hours and
then rebuttal time presumably, but aren't we missing a point in here?
If there is any kind of a coffee break and lunch and all, you are going
to be short about one hour and we had better be prepared for it.

MR. SHERMAN: I raised that exact point with our friends in the Interior.
Their response was that they don't expect to take any formal breaks
throughout the day. Members of the panel may come and go briefly to
have lunch or coffee or whatever, but they expect to go on at eight and
finish up at one o'clock and start the Dolores hearing at one and go
through until six and then into the evening session. It's a long day.

MR. ROLAND FISCHER: I would like to make a commeht that ih the river
district's written statement, which will be submitted tomorrow, and, if
possible, we would like to comment on it during the evening but we have
requested in our written statement and I hope this Board will support
us that provisions be made for a minority report. In the meeting in
Washington, D. C., we discussed the Governor appointing a member of a
so-called review panel for that very reason and in our statement we
requested, for purposes of' having a complete clear record, that oppor-
tunity be given for a minority report. I wonder if Mr. Sherman could

-21-
