questions, because most of them are newly on board, I .doubt that we
will get any answers.

I

MR. SPARKS: I want to emphasize that these gentlemen coming here to-
morrow are merely carrying out a responsibility imposed upon them. I
don't think we have any real quarrel with them. They won't make any
decision. They didn't make this decision. They have an unpleasant duty
to perform. I suspect if they don't agree with the President they won't
be around long, but we will wait and see.

MR. STAPLETON: Does any member of the Board have anything?

MR. JAMES AUSTIN: I am Jim Austin from Montrose. We are concerned with
Dallas probably more than the Narrows, but it was our original assump-
tion .that we were coming down for the Dolores, Fruitland Mesa, and
Savery-Pot Hook. If we can assist any project by not looking at the
others, I think that would be the position of Montrose and probably Delta.
There is no reason to testify on something you don't know about, what is
happening to you, is there?

MR. STAPLETON: I don't think there is any intention that we are going to
talk about anything except the three projects that are scheduled.

MR. AUSTIN:
Reservoir.
a bunch of
know is to

I just heard Rolly talk about the Fryingpan-Arkansas
We might as well be talking about California. You will have
people here and our instructions to them are that the best we
stick on those three projects.

MR. STAPLETON: That all depends on the hearing officer and his tight
reigns. It is not like this BOard where we set very strict limits and
if you don't talk it is your own fault. In fact, we haven't received
any ground rules.

MR. SHERMAN: The state will make an official recommendation to the
hearing tonight or tomorrow morning that these hearings focus only on
these three projects. We are not ready to discuss others and our posi-
tion will be very firm on that.

I

MR. CHARLES L. THOMSON: I share Mr. Austin's feeling on that and I
hope that you will be able to prevail on the hearing officer, Mr. Webb,
and the others to not dilute the time of the proponents of these three
projects and beyond that just within the last two days. Larry, I guess
you didn't get the word on Friday, that the majority leader of the
House, Jim Wright, requested permission from the Speaker of the House,
Tip O'Neil, on Wednesday to be the lead-off witness in the House on
Monday. Normally, the president of the Water Resources Congress has
always been the lead-off witness. I wanted to know who in the hell
bumped me out of that opportunity, but I will be glad to yield my time
to the majority leader of the House. He did request an hour at 10:00.

-19-
