<br />MR. SPARKS: The president of that district is Mr. Carton Meek. He <br />is here. It is my understanding that he and Congressman Aspinall will <br />be taking the time for the Fruitland Mesa district,. is that correct? <br /> <br />MR. CARTON MEEK: That is correct. <br /> <br />I <br /> <br />MR. SPARKS: We will have 25 minutes for the Fruitland Mesa. We are <br />cutting into their time quite heavily because the Governor will be using <br />that time for his remarks and then Congressman Evans will be here. By <br />the same token, I will be using part of their time on the overview for <br />all three projects. This has been discussed with Mr. Meek and his <br />people and it is satisfactory to them. <br /> <br />In the afternoon, congressman Johnson will be here to testify. He <br />actually will be using the Dolores project time, but the only project <br />he has in his area is the Savery-Pot Hook. He could not be here Tues- <br />day SO he will be using the Dolores project time to make his remarks <br />for the Savery-Pot Hook project. <br /> <br />I know that there was, Bill, in your newspaper a little barb thrown at <br />Congressman Johnson because he did not sign the letter to the President <br />requesting cancellation of the hearings. Congressman Johnson's hangup <br />with that letter was that he didn't think it was strong enough, so he <br />submittted a separate letter. He wanted to go further. He is a Repub- <br />lican, as you know, and he can afford to be a little more liberal with <br />Democratic criticism than can our people. <br /> <br />MR. STAPLETON: In that regard, I would like to point out that I have <br />been on the water board for many years and this has never been a par- <br />tisan issue. I think it should.be kept out of the framework entirely. <br />We have had Republican and Democratic congressmen and it has been a uni- <br />form policy all the way through. ~ just don't want to get it on a <br />political plane. <br /> <br />I <br /> <br />MR. SPARKS: I don't think we are, but others will. That is the way the <br />ball game goes. The '56 act was authorized under President Eisenhower. <br />He is the one that authorized the first construction on the Glen Canyon <br />Dam. But there is a difference of opinion and Congressman Johnson felt <br />strongly about this. He submitted a separate letter requesting that the <br />President change his mind on these projects. The point is that he is <br />for the construction of the projects and, as far as I know, all members <br />of our delegation are firmly united on this point, Republican and Demo- <br />cratic alike, with perhaps one exception. <br /> <br />MR. STAPLETON: Would you give us a little preview about the benefit <br />cost ratio? <br /> <br />MR. SPARKS: I have a copy of my remarks.
