.

The Honorable William J. Clinton
July 8, 1998
Page 4

Mr. President, we want you to understand that our Tribes are dedicated to the concepts which
were at the heart of the 1988 settlement. We need water now and in the future if our people are to
survive on our reservations. Our neighbors need water also. We are committed to working with
them and the State of Colorado to carry out the spirit of the 1988 Settlement Act by developing
the water supplies from the Animas River that are needed for the communities of southwest
Colorado and northwest New Mexico to prosper. Our Tribal Councils are prepared to fight those
who oppose us with all our strength. We hope that your Administration will reconsider its flawed
position and join us. It is the only honorable thing to do.

Sincerely,

Clement Frost, Chainnan
Southern Ute Indian Tribe

ff.ift1:i

Ute Mountain Ute Indian Tribe

.

cc.

Hon.
