Background

Staff began working on the development ofthe Stream and Lake Protection Section's Strategic Plan in
early September 2004. Since that time, a number of planning workshops have been conducted and the
Board, Board staff and the Public have had a chance to comment on numerous issues. However, there
were many specific ISF issues brought forth that the Board, and staff believed would require more
detailed discussion and thought to address them properly. Many of these issues arose out of discussions
concerning the new appropriations process, and they were again highlighted at the February 16, 2005
New Appropriations workshop.

Discussion at the March workshop will further identify the goals and key elements of the strategic plan
and it is anticipated that a final strategic plan will be adopted at the May 2005, meeting. However, it was
believed that a standing subcommittee of the Board should be fonned at this time to give further
consideration to these various ISF policy and program implementation issues that have arisen out of this
process.

Recommendation

Staffreconunends that the Board fonn a standing Instream Flow Subcommittee.
