An annual operational report and an annual project <br />evaluation shall be filed by September 1 of each <br />year for the preceding winter's operations, A <br />final operational report and a preliminary <br />scientific evaluation of the entire project shall <br />be filed no later than thirty days after the <br />completion of the entire project. A final complete <br />scientific evaluation of the entire project shall <br />be filed no later than 180 days after the <br />completion of the entire project.
