Operational Plan (continued) <br /> <br />meteorological features will determine the network of generators <br /> <br /> <br />which will best seed the cloud systems over the project area for <br /> <br /> <br />each situation and will provide a method for adjusting the <br /> <br /> <br />network as new weather information becomes available. <br /> <br /> <br />With a "best" initial network to seed a situation established, <br /> <br /> <br />the generator operators are telephoned to turn on their generators <br /> <br /> <br />at a specified time and run them at a specific burn rate. On the <br /> <br /> <br />same call they will be given a specific turn-off time which could <br /> <br /> <br />be subject to change by another phone call from the meteorologist <br /> <br /> <br />ac WESTERN WEATHER CONSULTANTS, INC. Incoming weather data into <br /> <br /> <br />the forecast office allows a continuous monitoring of any changes <br /> <br /> <br />in conditions and any necessary adjustments of termination in the <br /> <br /> <br />seeding operation. There will also be a liaison between the <br /> <br /> <br />meteoro~ogical control office and the program participants and <br /> <br /> <br />field maintenance technicians and selected generator operators <br /> <br /> <br />located near the project areas as to any developing conditions that <br /> <br /> <br />may warrant a change in the seeding operation. <br /> <br /> <br />d. Any Additional Information which May Be Required to Describe the <br /> <br /> <br />Operations and the Proposed Method of its Evaluation. <br /> <br /> <br />Many design and operational features of this program have been <br /> <br /> <br />based upon the findings and experience learned through operating the <br /> <br />Bureau of Reclamation's Colorado River Basin Pilot Project in the <br /> <br /> <br />Upper San Juan River Basin. The placement of ground-based generators, <br /> <br /> <br />identification of storm systems with favorable modification potential <br /> <br /> <br />and concern for public safety and awareness through responsible operations <br /> <br />are specifically Some of the refinements to be incorporated into the <br /> <br /> <br />proposed wintertime weather modification program. <br /> <br /> <br />An operational report will be furnished to the program participants <br /> <br /> <br />and the Director of Natural Resources following each seeding season in <br /> <br /> <br />which precipitation within the project area will be indicated with any <br /> <br /> <br />pertinent comments to comparisons with respect to normal or precipitation <br /> <br /> <br />in adjacent areas. This proposed program will be operated nearly <br /> <br /> <br />identical to programs operated by WESTERN WEATHER CONSULTANTS, INC. during <br /> <br /> <br />the past ten years in Colorado. Evaluations of these programs have been <br /> <br /> <br />made under contracts from the State of Colorado to C.S.U. We would <br /> <br /> <br />anticipate similar evaluation results from this proposed program. <br /> <br />6 <br />
