1. Operational Plan:

a. A Description of the Objectives of the Proposed Project.

The nature of the proposed program is to augment natural precipitation

within the project area to provide improved snowpacks and additional

water supplied for storage and beneficial use. The operational

technology and procedures utilized in this program were derived

from previous snowpack augmentation programs operated in Colorado,

specifically: The Climax and Wolf Creek research programs, the

Colorado River Basin Pilot Project and the last ten winters' programs

operated by WESTERN WEATHER CONSULTANTS, INC. in the Central Colorado

and San Juan Mountains.

The objectives of the project are to increase snowpacks in the

drainage basins of all major mountain massifs in the project area

which should result in increased run-off into the storage systems in

these basins and result in an additional water supply for agricultural,

industrial or domestic use along with an additional snowpack for

winter recreational use.

b. A Written Description of the Target Area and the Area Reasonably

Expected to be Affected by the Project. See attached Map.

The target area consists of the designated ski areas of Vail and

Beaver Creek. (See attached map).

The areas reasonably expected to be affected by the project are

those areas approximately above 9,500' M.S.L. inside and immediately

adjacent to the ski areas and the uppermost ridges immediately downwind

of the target area. (See attached map).

c. Description of How the Project Will be Implemented and Carried Out.
1) Office Location: WESTERN WEATHER CONSULTANTS, INC.
835 East 2nd Ave., Room 206
Durango, CO 81301

2) Weather Data Available:

The National Facsimile Circuit and National Weather Service

teletype systems will provide regular government weather data

including surface and upper air weather data, synoptic surface

and significant upper level maps and wind data from rawinsondes

4
