An application for a Colorado weather modification permit has been properly made <br />by Jene Young, President of the Grand Mesa Water Enhancement Authority of <br />Eckert, Colorado. <br /> <br />2. The Water Enhancement Authority is a political subdivision and a public <br />corporation of the state duly formed as a separate legal entity under the laws of the <br />state of Colorado for the purpose of providing weather modification programs and <br />operations. <br /> <br />2. The sponsors of the project are the Grand Mesa Water Enhancement Authority, <br />Grand Mesa Water Conservancy District, North Fork Water Conservancy District, <br />Crawford Water Conservancy District, Fruitland Water Conservancy District, and <br />the City of Grand Junction. <br /> <br />3. The person proposed to be in charge of managing the day-to-day operations of the <br />project is Peter Kasper of Crawford, Colorado, who has provided adequate evidence <br />of his qualifications by experience to conduct weather modification operations in <br />the state.
