WHEREAS, the Kansas District l'1as the 1.3test state
of the art equipment and technology to locate 3nd
seed clouds over the aforementi,oned Color-ado
Counties that are going to go over tile Kansas
District and drop moi,sture thers. This process
could then deprive the Colorado counties of the
natural rainfall that would have fallen:

NOW, THEREFORE BE IT RESOLVED, that the
Commissioners of Kiowa county unanimously oppose
this application for permission to fly into the
four Colorado Counties for cloud seeding purposes
for the benefit of the Kansas Water Conservancy
District and hereby petition Mr. Bill McDorlald of
the Colorado Water Conservation Board to deny llle
Kansas application so that the Colorado ranchers
and farnlers can retain all of the natural rainfall
