<br />RECORD OF DECISION <br /> <br />on an <br />APPLICATION FOR A WEATHER MODIFICATION PERMIT <br /> <br />APPLICANT: <br /> <br />Western Kansas Groundwater Management District No.1 <br />P.O. Box 604 <br />Scott City, Kansas 67871 <br /> <br />DATE OF APPLICATION: February 12, 1996, as amended by letter dated March 13, 1996. <br /> <br />PROJECT: Commercial seeding operation for rain augmentation and hail <br />suppression in Kansas using cloud base and cloud top aircraft which <br />may seed with any of the following agents to generate ice nuclei: silver <br />iodide-acetone solution, dry ice, and pyrotechnics. <br /> <br />TARGET AREA: The target area includes 14 counties in southwestern Kansas. This <br />application is for a permit to operate over Colorado in order to <br />achieve an effect beginning at the Colorado-Kansas state line. <br /> <br />PERMIT SOUGHT: An original permit pursuant to S 36-20-112, CRS, with conditional <br />approval for a time period in excess of one year's duration pursuant to <br />S 36c20-114, CRS. <br /> <br />ACTION TO BE TAKEN: ,The findings will be the basis for a decision to either grant the permit, <br />grant the permit subject to conditions, or deny the permit. <br /> <br />DELEGATION OF AUTHORITY <br /> <br />This application was acted upon by the Director of the Colorado Water Conservation Board <br />pursuant to the delegation of authority to him from the Executive Director of the Coloradc <br />Department of Natural Resources since September 25, 1987 and reaffirmed October 14, 1992. <br /> <br />MATERIALS REVIEWED <br /> <br />In considering and acting upon the subject application, the following information and materials <br />were taken into account: <br /> <br />L Application for Weather Modification Permit, Form WM2, dated February 12, 1996, <br />signed by Keith Lebbin and including the point by point responses to questions as <br />submitted in last year's application.
