Dear Barbara:

In order to assess the economic impact of cloud seeding on the Beaver
Creek Ski Area and the Town of Avon in particular, the following infor-
mation is presented for your review as it regards our pending application
for issuance of a new permit. This supercedes our letter of September 21st.

As you know, Vail Mountain has approached the problem of determining,
impact to the area by observing past years' performance and estimating the
number of skier days lost when opening is postponed 5-10 days due to lack
of snow. Those numbers seem to be valid and may even be conservative for
that area. Beaver Creek cannot make identical assessments for two reasons:

I. Only two years of hard data exist at Beaver Creek.

2. We plan a later opening than Vail to coincide with
increased skier demand.

In light of these facts, a slightly different approach has been taken
which includes the theory behind Vail's rationale and looks at an expanded
analysis of the potential impact of cloud seeding on ski resort attendance.

In an effort to provide a data base for economic considerations, the
following facts were utilized:

For community economic impact, we were in agreement with the 10 year
averages and Gage Davis figures presented, but chose to use the lesser
of the two for calculations.

Town of Vail - Projected Revenue Generated:

$93.92 per skier day; source: Vail data from
linear regression analysis

Employment impact: $29,942 weighted average dollars are required
to generate one full time tourism related job,
