WEATHER MODIFICATION PERMIT

DATE OF APPLICATION: August 5,1995

PROJECT: Commercial seeding operation of winter storm clouds with ground
based cloud nuclei generators to augment snow for enhanced
operation of the Vail and Beaver Creek ski areas and for enhancement
of runoff for irrigation purposes,

TARGET AREAS: The target areas include portions of Township 5 South, Range 80
West, Sixth Principal Meridian (6thPM), located south of Vail and
portions of Townships 5 and 6 South, Ranges 81 and 82 West,
6thPM, located south of Avon in the eastern part of Eagle County,
Colorado,

DURATION: During the first year of operation, applicant has proposed to begin
operations on November 1, 1995 and continue for five months
through March 31, 1996,

PERSON IN CHARGE: The person in charge of the project is Lawrence M. Hjermstad of
Western Weather Consultants, Inc., of Durango, Colorado,

PERMIT SOUGHT: An original permit pursuant to 9 36-20-112, CRS, for a time period
of five years' duration pursuant to 9 36-20-114, CRS, The applicant
has continuously held a weather modification permit for the Vail
target area since February 1977.

ACTION TO BE TAKEN: The findings will be the basis for an final decision to either grant the
permit, grant the permit subject to conditions, or deny the permit. An
initial decision to grant the permit was made September 25, 1995 at
the conclusion of the public hearing.

DELEGATION OF AlJTHORTTY

This application was acted upon by the Director of the Colorado Water Conservation Board
pursuant to the delegation of authority by the Executive Director of the Colorado Department of
Natural Resources on September 25,1987 and reaffirmed October 14,1992,
