effectiveness of the project in the target areas, any impacts in the area
reasonably expected to be effected and in downwind areas, and any
recommended changes in the operating plan,

All such reports shall be public records subject to the provisions and limitations of
Part 2 of Article 72 ofTitle 24, C,R.S.

The monthly report shall be subrnitted in a timely manner to the following entities:

I) Vail Associates, Inc,
2) Eagle County Board of Commissioners
3) Director, Colorado Water Conservation Board
4) Colorado Avalanche Center
6) Colorado Department of Transportation, Region 3

The annual report shall be submitted in a timely manner to the above named entities
and the following additional entities:

7) Colorado Division of Wildlife District Office
8) Colorado Climate Center, Colorado State University
9) Colorado State Patrol (District No, 4 - Eagle Office)
10) White River National Forest District Office

10, The State reserves the right to examine and audit the daily logs, books, and records
of the permittee concerning the project which is the subject of this permit for a
period of two years after the termination date ofthis permit.

11, The permittee sh~ll be responsible for obtaining all permits, licenses, or other
approvals, and for filing all notices or reports, required by federal, state, or local
laws in addition to this permit.

12. The commercial fee required by section 36-20-113, C.R.S., shall be two percent of
the final contract price for each year's operation and shall be paid to the Director
by June 30 of each year,

13. All notices, reports, records, payments and other communications which the
permittee must provide to the Director shall be addressed as follows:
