The target areas shall be the Vail Ski Area located in portions of Township 5 South, <br />Range 80 West, Sixth Principal Meridian (6thPM) south of the Town of Vail and the <br />Beaver Creek Ski Area located in portions of Townships 5 and 6 South, Ranges 81 <br />and 82 West, 6thPM south of the Town of Avon in the eastern part of Eagle County, <br />Colorado, (see map in Exhibit A), <br /> <br />3, Seeding will be conducted only under conditions when seeding is likely to be <br />beneficial in the target areas. The permittee shall refrain from indiscriminate seeding <br />activities or overseeding, which may be grounds for revocation of this permit. <br /> <br />4, Not more than fourteen (14) manually op-erated groiInd based generators shall be <br />used. The permittee shall provide the Director of the Colorado Water Conservation <br />Board (the Director) with a map showing the specific location of each generator, and <br />the name, address, and telephone number of each operator before seeding commences <br />in each year, Any subsequent change in the number or location of generators or of <br />operators shall require the prior written approval of the Director. <br /> <br />5, The maximum rate of release of silver iodide from any single variable rate generator <br />will be limited to 15 grams per hour. The maximum rate of release of silver iodide <br />from any single fixed rate generator will be limited to 8 grams per hour, <br /> <br />6, The permittee shall suspend seeding operations if at any time the average of the <br />snowpack accumulations, measured in equivalent inches of water, at the snotel sites <br />and snow-courses selected to represent the target area exceeds a continuous function <br />defined by the following points: <br /> <br />A. 175% of average on January 1st, <br /> <br />B. 160% of average on February 1st, <br /> <br />C. 150% of average on March 1 st, <br /> <br />D. 140% of average on April 1st, and <br /> <br />Snowpack accumulation will be monitored at least weekly from snow survey <br />measurements conducted by the Natural Resources Conservation Service, US, <br />Department of Agriculture. <br /> <br />Average snowpack will be calculated as the unweighted average of the water content <br />of the snowpack for the 30-year base period from 1961 to 1990 at the identified <br />snotel sites and snowcourses.
