The project is conceived to provide and offers promise of provid1ng, <br />econom1c benefit to the area in which the operat1on will be conducted. <br /> <br />9. The project can be reasonably expected to benef1t people 1n the area and <br />benef1t the people of the state of Colorado. <br /> <br />10. The project 1s sc1entifically and techn1cally feas1ble. <br /> <br />11. The project does not involve a high degree of r1sk of substantial harm <br />to land. people. health. safety. property. or the env1ronment. <br /> <br />12. The project. under the terms and conditions of the permit. is des1gned <br />to 1nclude adequate safeguards to prevent substantial harm to land, people. <br />health, safety, property, or the environment. <br /> <br />13. The project. under the terms and condit1ons of the perm1t, will not <br />adversely affect another project. <br /> <br />14. The project is des1gned to minimize risk and maximize scientif1c ga1ns <br />or economic benef1ts to the residents of the area or the State of Colorado. <br /> <br />TERMS AND CONDITIONS <br /> <br />The permit is lim1ted by and subject to the following terms and <br />conditions: <br /> <br />1. The perm1t shall be in effect: November 15. 1984 until <br />March 31. 1985. <br /> <br />2. The project area is strictly lim1ted to the drainages of the Animas <br />and Dolores Rivers. <br /> <br />3. The selection of suitable clouds for seeding operations will be based <br />on an evaluation of multiple meteorological and cloud physics parameters on <br />file with the Department. Revised wind description seeding plans. and <br />rev1sed procedures for determin1ng seed1ng rate are to be forwarded to the <br />director. <br /> <br />4. Seeding will be conducted only under conditions when seeding is likely <br />to be beneficial in the seeding area. <br /> <br />5. Although no signif1cant impacts from seeding are expected to occur 1n <br />Silverton. generator operations shall be carefully controlled to avo1d <br />artificial increases in snowfall at Silverton. The operator is to submit <br />details on the operat1ng plan des1gned to ach1eve th1s result. <br />
