Factors indicating that the proposed weather modification project is conceived to <br />provide and offers promise of providing an economic benefit to the area in which <br />the'operation will be conducted (applicable only to commercial projects): <br />The purpose of this permit 'application is to authorize over flight of cloud seed1ng <br />aircraft which are targeting the western Kansas counties shown on OPs,plan, 1-'1g. 1 <br />-The benefits of hail suppression and rain augmentation apply to those pr1mary target <br />'counties in Kansas. Since the adjoining Colorado counties are not 1n the pr1mary <br />area we do not 'envision them acctuing any'benefits or disbenefits from the program. <br />
