'., :{,.,.

.

),-, '

. ....d...~.riy;"'xpected effects upon the environment resulting
. '.rrc;m the .proposed project and the methods 'ofdeter':'
mining and evaluating those.effects.

Based upon our own experience and that of other's,. this' pro-
ject does not involve any high degree of risk of substan'-
tial ,harm to land, people, safety, property, .health or .en-
vironment, .

No rigid evaluation of precipitation that requires a test.
of statistical significance, is possible based on. a few
seasons of operation. Since this is a randomized program,
.no final report will be delivered until sometime after
the sixth year. Following each season, an operation re-
port is furnished the client in which precipitation for
the target, as well as outside areas, is compared.

Individual storm studies are continuously pre~ared to
assess the success of each operation and to initiate im-
provements where possible. Precipitation increases have
been well within the limits of variability.

" .

Operational. situations are stratified based on weather
. 'types as. well as 500 mb. temperatures and effective level
wind direction to aid in. assessing most favorable areas'
for natural precipitation for each storm.

.',','

e. Any additional information which may be required
to describe the operation and the proposed method
of its evaluation.

It is important to stress the built-in safeguards, such.
as a' clause in the contract which permits the seeding con";
troller to suspend operations at any time he estimates
that some significant risks may result.

The proposed method of evaluation is a statisticalregres-
sian technique comparing precipitation within the target
with selected 'controls outside the effective generator
plumes, as well as comparison 'of seeded andunseeded
years.

.,,'.:
