having rainfall augmentation as its only objective. These apparent
results agree with similar personal subjective observations by this
author during his 17 years in operational weather modification
e~<perience. If it is desirable to maximize rainfall over a region,
these indications point .out both the importance and necessity of going
all-out to increase rainfall during the "good" years when near normal,
or above normal rainfall occurs.

One important effect from cloud seeding is that it helps build up
soil moisture in the current season and for the following season. In
case the subsequent season is relatively dry, better early dryland
yields will prevail than would have otherwise occurred. Furthermore,
substantially less irrigation will be required in both farming years.

It is important to realize what are the objectives of groundwater
management in western and southwestern Kansas; any improvement of soil
mo.isture should be desirable. Succeeding in increasing soil moisture
means less drainage of the Ogallala aquifer and, therefore, a reliable
and continuing supply of water in the future for the farmers of
western and southwestern Kansas.

.n
