<br />VIII. CONCLUDING REMARKS <br /> <br />This year set records for hail damage insurance claims and <br />number of hail days within the growing season for the past 19 years <br />of WKWM Program operation. We had the weather conditions conducive <br />to prolonged severe storm development most of the summer and it was <br />the second consecutive year of adequate, or more than abundant, <br />rain falling widely. Easterly-component surface and low-level <br />winds were the norm for a great length of time this season with <br />grasses and natural vegetation remaining green throughout the <br />period. <br /> <br />Analyses of crop farm values and hail damage continue to show <br />positive effects at very favorable cost-to-benefit ratios. The <br />analysis presented on this subject here assumed a positive benefit <br />to begin with and we acknowledge we are guilty to charges of bias. <br />However, the alternative is to believe our program is and has been <br />a gigantic waste of time and money and has not given the sponsors <br />a better than even payback---an assumption that's even harder to <br />believe than the first assumption, given the 19 years of program <br />operation. <br /> <br />This program is evolving at a pace in step with the industry <br />and it continues to attract high-quality, experienced personnel. <br />Its pilots to do the really difficult type of flying required here <br />with ease and confidence. <br /> <br />The program will be 20 years old next year and 1994 is also <br />the time of the 5-year permit hearing to continue seeding in <br />Eastern Colorado. Despite the importance of obtaining a' permi t, we <br />hope the hearing will be more entertaining than exciting for those <br />of us attending. <br /> <br />, <br /> <br />51 <br />
