To the Executive Director as specified in 36-20-117(3) <br />a ~ritten final operational report and a written final <br />report, evaluating the project, or an annual <br />operational report and an annual project evaluation, <br />as the case may be. A final operational report along <br />with a preliminary scientific evaluation of the <br />project shall be filed no later than thirty days after <br />the completion of the project. A final complete <br />scientific evaluation of the project shall be filed no <br />later than one hundred eighty days after the <br />, completion of the project. An annual summary report <br />shall be filed sixty days prior to the renewal of a <br />permit under the provisions of section 36-20-114(2). <br />All such reports are declared to be public records <br />subject to the provisions and limitations of part 2 of <br />article 72 of title 24. C.R.S. 1973. <br /> <br />9. The Applicant shall strictly follow the minimum guidelines for <br />coordination of this project with other State weather modification <br />projects: <br /> <br />a. The Applicant shall communicate each day seeding <br />occurs with the designated representative of the <br />Department of Natural resources on all aspects of the <br />cloud seeding operations, including location, time, <br />and rate. Such notice may be communicated by <br />telephone and confirmed in the reports referred to in <br />Paragraph 6 Supra. <br /> <br />b. The Applicant shall also communicate both before and <br />after cloud seeding operations with any other operator <br />authorized to modify the weather in the State during <br />the designated time period. Said communications can <br />be made by telephone but shall be confirmed in writing. <br /> <br />c. The Applicant shall obtain current information about <br />cloud seeding programs in neighboring states that <br />might affect seeding rates and conditions of this <br />program. <br /> <br />d. Indiscriminate seeding activities or overseeding may <br />be grounds for revocation of this permit. <br /> <br />e. Any disputes or conflicts regarding this operation <br />with other operations within or outside Colorado shall <br />be presented to the Executive Director for resolution. <br /> <br />lO~ The Applicant shall participate with the Project Advisory <br />Council established by the Department of Natural Resources in <br />accordance with this paragraph. <br /> <br />a. A local Project Council will be selected by the Department <br />to periodically review the cloud seeding operation and give <br />advice on aspects of the operation. <br /> <br />b. The Director will encourage participation by people of <br />varying views on cloud seeding and living both within and <br />outside the target areas. Participation shall be sought <br />from such areas of interest as state and local government, <br />ranChing, farming, mining, timbering, parks and wildlife, <br />skiing and recreational interests, energy development, <br />water conservation boards, religious organizations, <br />newspapers, radio and television. Citizens are urged to <br />write to the Director indicating their background and <br />reasons for wanting to participate. <br /> <br />Page Five <br />
