8. Op~rational Plan (cont)

when seeding operations would be susp",nded. The natural stream systems

would be expected to adequately hGndle any natural and augmented

precipitation resul.t:lng from this project.

It normally takes several seasons of operations to gather
sufficient data '.to evaluate the precipitation changes within the
project area with a reasonable statistical degree of confidence. An
operational report wil1 be furnished to the program participants and
the Director of Natural Resources following each seeding season in
",hich precipitation ",ithin the project area ",ill be indicated with
any perti>:ent 'comlllents to comparisons wi th respect to normal or
precipitation in adjacent areas. This proposed program will be
operated nearly identical to programs operated by l~estern Weather
Consultants, Inc. during the past five years in Colorado. Evaluations
of these programs have been made under contacts from the State of
Colorado to C.S.U. We would anticpate similiar evaluation results
from this proposed program.

e. ~ny additional irifonllation ,,'hich may be r~\lired to describe the

~rations and the proposed method of its evaluiltion.

Hany design and operational features of this pI:ogralll have been

based upon the findings and experience leaI:ned thI:ough op.crating the

Bureau of Reclamation's Colorado River Basin Pilot PI:oject in the

Upper San Juan River Basin. The placcment of ground-based

generators, identification of storm systems with favorable modifi-

cation potential and concern for public safe~y and a",areness throug?

responsible operations are specifically some of the .refinements"to be

incorporated into the proposed wintertime weather modification pro~.

gram.

-6-
