Factors indicating that the project is designed to minimize risk and maximize
scientific gains (in the case of a scientific or 'research project) or economic
benefits (in the case of a commercial project) to the residents of the area in
which the operation will be,conducted or of the state: The program is designed
to increase snowpack and precipitation in the project area for the betterment of
the area, utilizing 'refined operational procedures and experience'acquired from
13 years, of rela ted work. : "
Financial Responsibility:
Attached are documents executed on behalf of insurance or su'rety companies licensed
to do business in the State of Colorado indicating that liability insurance or
surety bonds, cancelable only after 30 days notice to the Executive Director,
evidencing proof of financial responsibility with respect to the proposed project
as required by 151-1-12 (i) (d),'CRS 1963, as amended.

We have an application pending for liability insurance with a licensed
Colorado insurance company. ,This insurance will be acquired prior to ,the
proposed operational period.
