Operational Plan (cont) <br /> <br />. <br /> <br />features, and synoptic meteorological features will determine the <br /> <br /> <br />network of generators which will best seed the cloud systems over <br /> <br /> <br />the project area for each situation and will provide a method for <br /> <br /> <br />adjusting the network as new weather information becomes available. <br /> <br />With a "best" initial network to seed a situation established, <br /> <br /> <br />the generator operators are telephoned to turn on their generators <br /> <br /> <br />at a specified time and run them at a specific burn rate. On the <br /> <br /> <br />same call they will be given a specific turn-off time which could <br /> <br /> <br />be subject to change by another phone call from the meteorologist <br /> <br /> <br />at Western Weather Consultants, Inc. Incoming weather data into <br /> <br /> <br />the forecast office allows a continuous monitoring of any changes <br /> <br /> <br />in conditions and any necessary adjustments or termination in the <br /> <br /> <br />seeding operation. There will also be liaison between the <br /> <br /> <br />meteorological control office and the program participants and <br /> <br /> <br />field maintenance technicians located near the project areas as <br /> <br /> <br />to any developing conditions that may warrant a change in the <br /> <br /> <br />seeding operation. <br /> <br />d. Any expected effects upon the environment resulting from the pro- <br /> <br /> <br />posed proiect and the methods of determining and evaluating those <br /> <br /> <br />effects. <br /> <br />Based upon the results of other similiar wintertime programs that <br />have operated in Colorado and our own experience, this project does <br />not involve any high degree of risk of substantial harm to the land, <br />people, safety, property, health or the environment. <br /> <br />Based upon personal research findings and other research findings <br /> <br /> <br />of programs operated to increase snowpacks from about 15 to 25 percent <br /> <br /> <br />in the San Juan Mountains and other Colorado mountains during a .-:'; <br /> <br /> <br />similiar three to four month period, the additional water supply pro- <br /> <br /> <br />duced from the proposed program will have multiple agricultural, <br /> <br /> <br />domestic and industrial uses for those regions in and downstream of <br /> <br /> <br />the Project Area.
