significant from them. However, if we divide the, number of claims
by the number of planes assigned to the WKWMP, these data show
the number of claims per aircraft were 3rd lowest in 1997, with
total nu~er of claims fourth lowest within that group---almost
identical to the next lowest year, 1995, differing by only one
claim.

Although it cannot be proven with any certainty at this
point, this writer believes the data strongly suggests we are
seeing the effect that given enough aircraft and seeding
capability, we are significantly mitigating severe storm systems,
even fairly large ones.

Evert in 1996, with the 5th cloud base seeding aircraft added
to the WKWMP, it began appearing more obvious on a few operations
that our seeding of large severe storms were producing observable
seeding effects, however, the total crop-hail claim numbers
clouded the picture because there were so many of them from the
many severe storms. Although the hail-claims submitted were the
most-ever for the WKWMP in 1996, storm damage on its most
damaging day of the season, measured by hail claims, was in mid-
range within the group for number of hail claims submitted as
shown in Table 9.
